The problem:

Under 21 CFR §1304, every C-II–C-IV draw, waste, reversal, and blind count must be recorded with:
• Timestamp
• Practitioner ID
• Drug/dose/lot
• Witnessed co-signature for wastes

Most vet hospitals have this on paper. Or in an EMR that doesn't enforce any of it.
