The problem:

Under 21 CFR §1304, every C-II–C-IV draw, waste, reversal, and blind count must be recorded with:
• Timestamp
• Practitioner ID
• Drug/dose/lot
• Witnessed co-signature for wastes

Most vet hospitals have this on paper. Or in an EMR that doesn't enforce any of it.

The consequence:

DEA investigators walk into vet hospitals.

When they do, they ask for the controlled substance log — 24 months of records.

Paper binders and EMR exports don't give you chain-of-custody.

A missing waste entry or unsigned C-II is a finding. Findings become penalties.
